Chapters sit inside sections and group together related pages. When viewing the "atructure" tab of the Hub ettings, you can see each section.Within a section, click Add Chapter.

give it a Name, and optionally choose a Colour and Icon. After saving, the chapter is ready for you to start adding pages. Pages are not added here in the Hub Settings, but on the Hub page itself.
