The Noticeboard widget surfaces notices from your site's noticeboard inside the hub. On a Widget page, set the Widget type to Noticeboard. You can optionally filter by Tags to show only certain notices, and set the Number of items to control how many appear, then insert it.
This keeps important announcements visible in the right context – for example showing department notices within that department's chapter.
