Creating a counter setting does not make it appear anywhere. You add counters to each view, so different views can show different counters.
Adding counters to a view
Open the roster, go into the view settings, and expand the Counters panel. When there are selected counter settings, they can be dragged to set their order.
Click Add/Edit counters. A Select counter settings window lists every counter setting on your site, with its description beside it. Tick the ones you want then click Done.
If you cannot see the Counters panel
The panel only appears when all of the following are true:
You administer at least one roster. Counters are an administrator feature.
At least one counter setting exists for the site. If none do, the panel shows the message "You haven't configured any counter settings yet."
The view has dates across the top. Counters are a row under the date headers, so a view with dates down the side cannot show them.
The view is not the calendar layout.
How counters are displayed
Each selected counter adds a row at the bottom of the roster, with its figure for every day, day part or session depending on the counter's time frame.
Where there are thresholds on the counter setting, the figure will be coloured according to the threshold.
Note
A counter counts what its own setting tells it to, not what the view happens to be showing. If a counter is set to count across all roster groups but the view is filtered to one, the number will be higher than the shifts on screen.
